Welcome to the  "Behavioral Health Network of Northeast Florida"
 

The Behavioral Health Network of Northeast Florida is an independent mental health and substance abuse advisory and planning group.
The Network's meetings are open to anyone who would like to improve access to behaviorial health wellness and recovery. Current members include mental health providers,  substance abuse providers, professionals, state and local government agencies, advocacy group representatives, individuals receiving mental health services along with their loved ones and family members, and concerned citizens.

We envision a community where all citizens experience optimal behavioral health.  To that end, the Network exists to promote the establishment of a System of Care that ensures optimal prevention, treatment and recovery services to the entire community through a person and family-centered approach.

              
   

While recognizing that no list of “Principles for a System of Care in Northeast Florida” is ever complete however comprehensive it may be, the following principles have been identified by the Network as important and essential:

 

  1. Consumer and Family-driven System
  2. Ensure local control, transparency and accountability
  3. Implementation of evidence-based practices and culturally competent services
  4. Ensure that services are available, accessible and seamless
  5. Development of consumer oriented outcome measures
  6. Preservation of service dollars
  7. Ensure that management services are value added
  8. Expand flexible funding strategies and an organizational structure to eliminate silo-ed services
  9. Reduction of duplicated services and duplicated monitoring activities
  10. Promote the use of data management and data sharing
  11. Implement creative, cost-saving strategies
  12. Ensure substance abuse is adequately represented and fairly addressed
  13. Promote early identification and prevention services which provide linkage between the children and adult systems
  14. Improve the ability of the community to offer support services such as stable housing
  15. Utilize workforce development tools and strategies to engage and educate stakeholders
  16. Ensure that underserved populations are not left behind and that services for minority groups are available and accessible
  17. Improve coordination and communication among service providers, non-providers and other stakeholders
  18. Improve use of IT to increase efficiency and effectiveness
The BHNNEF Governing Board will consist of twenty-five board members.  The board composition will include a minimum of 51% community stakeholders with a corresponding maximum of 49% provider representatives.  Projected board composition for the thirteen community stakeholders includes: persons served and family members,  local government representative, judge or senior court official, law enforcement official, elected city/county/state official, faith-based leader, local NAMI/other advocacy group, behavioral health community leader, youth, public health representative and one individual from a private receiving facility who may be designated as ex-officio.  Projected board composition for the twelve provider agencies will include providers from Baker, Clay, Duval and Nassau and St. Johns counties who are currently under contract with the Department to provide behavioral health services to children and/or adults.

GENERAL MEETING SCHEDULE

Behavioral Health Network of Northeast Florida, along with the Department of Children & Families, have been developing a plan in response to the implementation of ‘Behavioral Health Managing Entities’ or similar models throughout the State of Florida . 

The plan has been submitted as a preliminary proposal to designate BHNNEF as the 
Managing Entity (ME) for Baker, Clay, Duval and Nassau counties.  This is the initial implementation plan that will develop further as we move forward through this process of community consensus


The Mental Health Coalition began when concerned members of the city's adult mental health care system  offered recommendations for improvement. They created the Adult Mental Health Strategic Plan and presented their findings and recommendations to Mayor John Peyton in 2006. The Mental Health Coalition of Jacksonville was formed shortly after the strategic plan was created to implement it's finds.
